The challenge

The project sought to select a shipyard site capable of accommodating the required facilities with the capacity to match the optimum target market identified. The ultimate goal was to inform a business plan and attract investment.

Royal HaskoningDHV was appointed by Nigeria LNG to analyse the potential of the ship repair market and potential revenue. More than 1,000km of coastline and river estuaries were then researched in detail to locate optimal sites.

The solution

Detailed site selection criteria were proposed and agreed, addressing all the requirements of successful shipyard operations:

  • marine access
  • wave climate
  • land availability
  • access to land and air routes
  • power connections
  • geotechnical conditions
  • labour force availability
  • environmental impact
  • acceptability for investors
  • location attractiveness to ship owners.

Several sites were identified and systematically ranked against the criteria, leading to the successful confirmation of a proposed location.

  • Creating the concept masterplan
  • Development of CAPEX and OPEX estimates
  • Business plan development
  • Delivering an Investor Roadshow
  • Creating a development roadmap
  • Developing a Memorandum of Understanding between promoters and lead investor
  • Reviewing submissions from potential lead investors

The result

As a result of feasibility studies and submissions, a lead investor was identified to take the project forward.
