A European oil trader wants to develop an oil products terminal in the new Thilawa port area, South of Yangon. Royal HaskoningDHV has been taken on board as Owner's Engineer for the marine facility.

The 200 meter jetty was constructed to receive either one LR tanker or 2 barges at the same time. Royal HaskoningDHV's scope included the preparation of Conceptual Layout Designs, Technical Specifications, Tender documents and support during the Tender process. Following award Royal HaskoningDHV has reviewed the final detailed design and supervised construction.

The Challenge

Due to the fact that onshore reclamation works need to use the river shore for temporary sand fill storage, it was not possible to start with the dredging and/or jetty construction works before the reclamation has been completed. These reclamation works take approximately 4 months to complete therefore the jetty construction works will only start after 5 months (including 1 month of dredging work). To minimize the time lost due to this, the Client has requested the Contractor(s) to undertake their design works, prefabrication works and procurement of materials directly after contract award in advance of the construction works.

Our Solution

Royal HaskoningDHV (RHDHV) was contracted to prepare Conceptual Layout Design, EPC Tender Documents, Project Management, Contractor Design Review and Supervision for the marine facilities of this terminal.

The Outcome

The jetty was designed to receive vessels ranging from river barges up to 52,000dwt fuel tankers. Main challenges were related to the design of a jetty for a wide range of products (oil, gas, general cargo and containers) and for mooring this wide range of vessels in a high current (6 knots), high tidal range river (7m) and the high seismic zone (PGA is 0.3*g) in which this jetty is located.
