Working on behalf of Ceyhan Polipropilen Üretim A.Ş, Royal HaskoningDHV is conducting an Environmental and Social Impact Assessment for the Ceyhan PDH-PP Facility in Turkey.

Improving domestic production capacity

In the last couple of years Turkey has launched a number of initiatives to boost local production of petrochemicals. Currently, these imported petrochemicals make up almost 30% of the country’s trade deficit.

As part of this initiative, a petrochemical production facility is being built at the Ceyhan Petrochemical Industry Zone located in the Adana province of Turkey near the Mediterranean shore.

When the facility becomes operational in 2023, it will manufacture the most essential raw materials for the plastics and rubber sector in Turkey, reducing the dependency on imports and improving domestic production capacity.

Predicting and mitigating impact at an early stage

Royal HaskoningDHV was appointed to the project in December 2019, to act as the independent environmental and social consultant.

As part of our work, we were asked to predict impacts at the early stages of the project for both the terrestrial and marine components of the project, presenting options to key stakeholders for the ways in which negative impacts could be minimised through alternative designs.

By studying factors such as equator principles, IFC Performance Standards, EBRD Performance Requirements and more, we were able to determine mitigation measures for the facility. These included strategies that could be implemented to avoid or minimise adverse impacts.

Planning ahead and eliminating risk

With the facility due to start production in 2023, it will make up at least 25 percent of Turkey's annual polypropylene imports of around 2.1 million tonnes, saving up to $2.2 billion for the country.

Our Environmental and Social Management study will provide an indication of how significant environmental issues should be implemented and managed throughout the project.

In our study, we outline mitigation, monitoring and institutional measures that should be taken during the implementation and operation of the project. These measures will eliminate adverse environmental and social impacts, offset them, or reduce them to acceptable levels.
