The narrative section is primarily intended for your own organisation. The technical specifications section will primarily be used by professional partners in the planning process. Together, both sections from a conclusive plan description that rules out misunderstandings about size, structure, and quality.
Contract document for the start of the Design and Realisation phaseThe Programme of Requirements is part of the contract with design and or executing parties. Upon completion of each subsequent phase in the plan development, the result of the phase will be tested against the Programme of Requirements. This gives you (as the client) an instrument with which to manage quality and costs. There is a good reason for the Programme of Requirements being referred to as a ‘guarantee of your investment’.
Starting point for framing investment and operation costsThe Programme of Requirements is the starting point for framing the investment and operation costs. Content of the Programme of Requirements
A properly formulated Programme of Requirements outlines your future accommodation in terms of performances. The desired solution may still vary, e.g. due to the advancement of the technology. Even a subsequent decision for a new build or reuse of an existing building can be taken on the basis of the same Programme of Requirements.
The extent to which the requirements are elaborated out per theme may vary. For example, the client may opt for a project definition which is solely determined in terms of performance. When opting for a so-called ‘integrated contract’ (e.g. Design-Build-Maintain-Operate-Finance), the client will probably prefer a very detailed project definition in order to avoid misunderstandings at a later stage.
When reusing existing buildings, it is very important to make a thorough analysis of the possible uses of the available building. An exploratory study in the initiation phase, for example by dismantling part of the ceilings, floors and façade panels, can eliminate many uncertainties for the follow-up process.
In any event, a Programme of Requirements describes the topics that are shown in the figure below. The line indicates to what extend the different topics are relevant and elaborated for a specific client. The choice for these topics is partly determined in the Dutch standard NEN 8021 ‘Usage options for non-residential buildings’.

In subsequent phases, requirements can be linked to the Building Information Model (BIM). This ensures that the Programme of Requirements can be easily tested and remains easily accessible throughout the entire planning process.
