City functions such as housing and social facilities will also be incorporated in this location. The market Hall will get an attractive public function. The project should result in a financially viable plan despite the economic situation.
Our SolutionThe municipality formulates its substantive and financial conditions in an 'Ambition document'. In these conditions the terrain area as 'concession' was put out to tender. That means that the market gets the total restructuring, redevelopment and future management and park management on its own account and risk.
The concession is procured through the 'competitive dialogue', in which three selected consortia compete with each other for the best plan with accompanying business case.
