In 2014, Royal HaskoningDHV were commissioned to provide Cost Consultancy and Quantity Surveying services for the design of the grade separated junction and improvements to the road infrastructure in Saudi Arabia. As a result of efficiencies driven by the Project Management Consultancy team, the project came in 20 per cent under budget.
Royal HaskoningDHV has also been involved in the design of road improvements in order to increase road connections to support the development of the area, which is set to include shopping centres, houses, a hospital and schools. The development will also include pedestrianised areas, creating sidewalks, landscaping and more parking facilities in order to make it a more appealing destination. The project aims to improve safety by including pedestrian crossings and traffic lights.
Once underway, the construction phase of the project is expected to last for 2.5 years. In advance of the project going out to tender for the construction works, the Project Management Consultancy team at Royal HaskoningDHV were employed to provide all of the pre-contract Cost Consultancy and Quantity Surveying services.
The project in its entirety was so vast that the Client split the work into four different contracts for the four component projects. Royal HaskoningDHV were commissioned to complete all of the pre-contract work for the four elements.
Services provided included:
- Contractual Advice and Preparation of Tender/Contract Documentation for all four projects.
- Preparation of Bills of Quantities and Preambles in accordance with the Client specific method of measurement.
Commenting on the work undertaken, Royal HaskoningDHV’s Senior Quantity Surveyor, Emma Smith said: “Our work on this project included the preparation of Contract Documents and compilation of Bills of Quantities for each of the four component parts. Once the designers had completed the concept designs, the Project Management Consultancy team was able to work alongside the design team to extract accurate measurements from those drawings in the most efficient means. The Bill of Quantities was then produced using the Clients own method of measurement (a variation of CESMM4) and unique coding system. By doing so, the Client ultimately receives more reliable tendered prices from each contractor in the tender process, from which they can compare responses and select the most appropriate firm to carry out the work.”
