The Dutch Ministry of Infrastructure & Water management wishes to actively contribute to the discussions on the Future EU Action Plan on circular economy. They asked Royal HaskoningDHV to investigate groups of consumer products for current and possible strategies to enhance the life cycle.

We investigated maintenance, refurbishment and re-use (second hand) and redesign of these products groups to improve the R-strategies. We used desk research and interviews to come up with 23 factors of failure and success, which we analysed for the five product groups. We gave general and specific advice on life cycle enhancement and the European strategy.

An important aspect in the advice was distinguishing between products that are highly sensitive to trends (like mobile phones) and not sensitive to trends (like washing machines). In the first place, the quality of the product is important to enhance the life cycle. In every product group there are low-quality and high-quality products to be found. The report was concluded with opinions from stakeholders from other member states.
