The Port of London Authority highlighted that there are no bridges on the River Thames eastward of Tower Bridge. To help improve traffic management in east London, several bridge schemes have been submitted. As a result, a study investigating the number, type and frequency of vessels utilising the area was commissioned. The study included interviewing (either face-to-face or by telephone) the main stakeholders of companies that operate on the Thames, and the interviews included establishing the future business development of each company and if it would increase or decrease the number of vessels that would operate on the lower-Thames. This information fed into the development of a forecast of the various vessel types that would use the Thames through to 2030.
